Complaints

Airservices manages enquiries and complaints about aircraft noise and operations through the Noise Complaints and Information Service (NCIS). The information below is collected by the NCIS for the purpose of complaint management, analysis of issues and identification of causal factors. For this reason we refer to ‘complainants’ and ‘issues’. Complainants are people who contacted the NCIS. While some people submitted enquiries or comments rather than complaints, all are referred to as “complainants”. Issues are the primary concern they raised.

Overview

At Jandakot Airport most complainants raise one of three issues:

  • circuit training activities by both fixed wing aircraft and helicopters
  • general aviation traffic
  • helicopter activities

Circuit training affects residents in suburbs immediately surrounding the airport such as Canning Vale, Jandakot, Banjup, Atwell, Success, Cockburn Central, Piara Waters, South Lake, North Lake and Leeming.

Historically, suburbs under the crosswind and base legs of the training circuit tend to have a greater number of complainants than those suburbs under the downwind and final legs. This is not specific to Jandakot Airport but is seen at all secondary airports in Australia. The suburbs most affected at any given time vary according to which runway direction is being used.

Complainants raising issues related to general aviation activities may be located under one of the arrival or departure routes to and from the airport, or they may be from suburbs significant distances from the airport concerned about random movements of aircraft that originated or ended their flights at Jandakot Airport.

Changes to our complaint-reporting format

The new interactive reporting below (effective October 2019) will be monthly, rather than quarterly. New data will be available on the 10th business day of each month.

If the NCIS have identified something new or unusual in the data, an explanation will be provided in a dated accordion below the interactive reporting. Previous quarterly reporting to January 2016 is under the accordion “Archived”. Yearly reviews of complainant numbers and issues will continue to be provided.

Note: monthly complaints data describes the complaints lodged in that calendar month. Depending on when in the month the matter was lodged, the investigation may not have been completed within the same month. Where an investigation reveals that the issue or classification initially assigned to the matter was not the most appropriate one, this will be corrected. This may result in incremental changes to issue or classification counts for a previous month. Additionally, complainant numbers are now for each month. Previously if a complainant contacted the NCIS each month in a quarter that was reported as one complainant, if you are adding the number of complainants each month, this may not provide a realistic interpretation of the total number of complainants. If you select a month where there were no complainants, nothing will be displayed.

2020 Year in Review

Complainants

There were 131 individual complainants in 2020. This is a significant increase from 78 in 2019.

The main reason for the increase in complainant numbers in 2020 was the COVID-19 pandemic. Increased working from home requirements increased the exposure of residents to aircraft noise. Increased emergency services operations were required to facilitate responses to the pandemic, training organisations were not subject to restrictions and fewer jet movements at Perth Airport enabled other aviation activities within the Perth basin.

Complainant numbers also increased in line with increased helicopter movements at Jandakot Airport. The Movements at Australian Airport reports show that to the end of October 2020 there had been 25 474, helicopter movements at Jandakot Airport. As a comparison at the end of November 2019, there had been 23 634 helicopter movements. Total aircraft movements (both fixed and rotor wing) however, decreased by approximately 18 000 in the same periods.

In 2020, the NCIS implemented monthly reporting data in lieu of quarterly reporting for all airports. It is important to note that if a resident contacts the NCIS once every month, they are noted as one complainant for each of the 12 months, however, when we record the number of complainants for the calendar year they are only counted as one complainant, regardless of how many times they have contacted us.

Issues

The main issues in 2020 were General aviation traffic concerning 64 percent of complainants, Training 18 percent, and Helicopters 11 percent as shown in Chart 3 below.

General aviation activity concerns include emergency services operations (48 complainants). Other concerns were standard operations (34) and aircraft operating outside controlled airspace or conducting airwork (3).

Training

Fixed wing circuit training disturbed 18 complainants, while three complainants were affected by helicopter circuit training. One complainant was disturbed by instrument training while three were affected in the training area.

Concerns raised by these complainants include constant noise, disturbance including when indoors, hours of operation, and the low height of the operations.

Helicopters

Fifteen complainants were disturbed by helicopters, with the majority (12) affected by emergency services operations. Two others were affected by helicopters conducting airwork, and one was affected by standard operations.

The majority of residents affected by night movements were concerned with emergency services activities.

Not noise related issues includes enquiries for historical data and other information from Airservices.

Emergency Services Operations

Overall 48 percent of complainants were affected by emergency services operations, under the issues of helicopter, fixed wing operations, or night movements.

Residents’ concerns included the time of the event – usually late night or early morning, continuous circling over an area, and the noise and height of the aircraft.

Suburbs

Complainants from 72 suburbs raised issues in 2020, with two suburbs recording five or more complainants. A single complainant was recorded for 50 suburbs.

Canning Vale, which has consistently recorded the most complainants since 2016, recorded 17 complainants in 2020, an increase from 10 complainants in 2019. There were overall increases in complainants concerned with fixed wing circuit training and general aviation traffic.

Westminster recorded five complainants while Baldivis and Leeming each recorded four.

Canning Vale and Leeming are located next to the airport.  The majority of Canning Vale residents (65 percent) were affected by circuit training, with all but one resident concerned with fixed wing operations. One resident was concerned with night movements while the remaining six, with standard operations.

Fixed wing circuit training disturbed one Leeming resident. The other Leeming residents were concerned with standard operations.

Westminster residents were affected emergency services operations and airwork by light aircraft. Light aircraft and emergency services operations affected Baldivis residents, as well as aircraft operating in the training area, which over lies Baldivis.

2019 Year in Review

Complainants

There were 78 individual complainants in 2019. This is an increase from 68 complainants in 2018 and 65 in 2017. There has been an increase in concerns raised regarding general aviation, training, and night movements in 2019 compared to 2018.

Issues

The main issues in 2019 were General aviation traffic, Training, and Helicopters as shown in Chart 1 below.

General aviation traffic affected 47 percent of complainants in 2019. This compares to 46 percent of complainants in 2018. The majority of complainants affected by general aviation activity were concerned with either emergency services operations (46 percent) or with standard operations (49 percent). Other complainants were affected by traffic either outside of controlled airspace, or affected by departures from Runway 24.

Training affected 23 percent of complainants in 2019 compared to 13 percent in 2018. All but one of the complainants was concerned with circuit training.

Helicopters were a concern to 19 percent of the complainants in 2019, compared to 28 percent in 2018. All but one complainant was concerned with emergency services operations. Emergency services operations were again the sole concern of all the complainants raising the issue of Night operations.

Overall 47 percent of complainants were affected by emergency services operations, either helicopter or fixed wing operations. A breakdown of the issue of Emergency Services with a comparison to 2017 and 2018 is provided in Chart 3 below.

Suburbs

Complainants from 52 suburbs raised issues in 2019, with two suburb recording five or more complainants. A single complainant was recorded for 42 suburbs.

Canning Vale, which has consistently recorded the most complainants since 2016, recorded ten complainants in 2019. Jandakot recorded seven complainants, while North Perth, South Lake, and Willetton each recorded three complainants in 2019.

Canning Vale, Jandakot, South Lake and Willetton are all located next to or in close proximity of the airport. Fifty percent of complainants from these locations were concerned with circuit training by either fixed wing aircraft or helicopters. Other complainants from these suburbs were concerned with General aviation or standard flight path movements. A single complainant from Jandakot was concerned with aerobatic operations over the airport while another complainant was affected by night emergency services operations.

North Perth complainants were concerned with emergency services helicopter operations and with general aviation traffic.

July - September 2019

Complainants

There were 27 complainants during quarter three 2019 which is an increase from 12 complainants in quarter two. For the same period in 2018, there were 17 complainants.

There has been an increase in traffic numbers this quarter compared to the same period in 2018, and an increase in complainants affected by emergency services operations.

Chart 1 shows that complainant numbers have increased this quarter compared to previous quarters since 2017.

Issues

The main issues raised this quarter were General Aviation traffic, Helicopters, Night movements, and Training

General aviation traffic

This issue affected 44 percent of complainants, the majority of whom were affected by standard routes to and from the airport, while the remainder were affected by emergency services operations.

Helicopters

This issue affected 22 percent of complainants; and all complainants were concerned with emergency services operations.

Night movements

This issue affected 15 percent of complainants. All of these complainants were affected by emergency services operations.

Training

This issue affected 11 percent of complainants. Fixed-wing circuit training operations affected the majority of complainants and one complainant by operations in the training area.

A single complainant also raised concerns over aerobatic activity in the Jandakot area, and over a property purchase.

Suburbs

Twenty-three suburbs recorded complainants in quarter three. Twenty separate suburbs recorded a single complainant.

Canning Vale recorded three complainants, and North Perth and Dianella recorded two complainants each.
Canning Vale residents were affected by fixed wing circuit training and by standard operations to and from the airport.

North Perth residents were affected by standard operations to and from the airport, and Dianella residents were affected by emergency services operations.

April - June 2019

Complainants

There were 12 complainants during quarter two 2019 which is a decrease from 16 complainants in quarter one. For the same period in 2018 there were 16 complainants recorded.

Chart 1 shows that complainant numbers have been decreasing over the last four quarters.

Issues

The issues this quarter were:

Training:

this issue affected 67 percent of complainants. The majority were affected by fixed-wing circuit training while one complainant was affected by helicopter circuit training.

General aviation traffic:

this issue affected 42 percent of complainants. The majority of whom were affected by standard routes to and from the airport, while the remainder were affected by emergency services operations.

Suburbs

Canning Vale with five complainants, was the only suburb which recorded more than one complainant in quarter two. A further seven suburbs recorded a single complainant.

Canning Vale is located adjacent to Jandakot Airport. The majority of Canning Vale residents were affected by fixed wing circuit training while a single complainant was affected by standard operations to and from the airport.

January - March 2019

Complainants

There were 16 complainants during quarter one 2019. This is a decrease from 21 complainants in quarter four 2018 and from 25 complainants in quarter one 2018.

Issues

The main issues continue to be:

General aviation traffic:

this issue affected 63 percent of complainants. The majority of whom were affected by standard routes to and from the airport.

Helicopters:

all complainants were affected by emergency services operations.

Training:

Two residents were affected by fixed wing circuit training, and one by operations in the training areas. The location of the training areas can be viewed here.

Suburbs

Two suburbs, Canning Vale and Hamilton Hill recorded more than one complainant in quarter one. Canning Vale recorded four complainants and Hamilton Hill two complainants.

Canning Vale residents were affected by fixed wing circuit training and standard operations to and from the airport. While Hamilton Hill residents were affected by emergency services operations.

A further ten suburbs recorded a single complainant.

2018 Overview

Complainants

There were 68 individual complainants in 2018. This is an increase from 65 complainants in 2017.

Issues

The main issues in 2018 were General aviation traffic and Helicopters as shown in Chart 1 below.

General aviation traffic affected 46 percent of complainants in 2018. This compares to 40 percent of complainants raising this in 2017. The majority of complainants affected by general aviation activity were concerned with emergency services operations. Other complainants were affected by traffic either outside of controlled airspace, tracking via VFR routes or conducting airwork.

Helicopters were a concern to 28 percent of the complainants with all but three of these concerned with emergency services operations. Emergency services operations were also the concern of all the complainants raising the issue of Night operations.

Overall 55 percent of complainants were affected by emergency services operations, either helicopter or fixed wing operations. A breakdown of the issue of Emergency Services with a comparison to 2017 is provided in Chart 2 below.

Suburbs

Complainants from 50 suburbs raised issues in 2018, with only one suburb recording five or more complainants. A single complainant was recorded for 42 suburbs.

Canning Vale recorded the most complainants in 2018 and 2017, with eight complainants. Leeming recorded four complainants, while Bayswater and Rockingham each recorded three complainants.

Canning Vale and Leeming are located next to the airport with 50 percent of these complainants concerned with circuit training by fixed wing aircraft. The other complainants from these suburbs were equally concerned with General aviation and Emergency services aircraft.

Bayswater is located 10nm to the north of Jandakot Airport, with complainants concerned with emergency services operations and general aviation airwork. Rockingham is located 12 nm to the south of the Jandakot Airport and on the coast, with complainants concerned with aerobatic operations and emergency services operations.

October - December 2018

Complainants

There were 21 individual complainants during quarter four 2018. This is an increase from 17 complainants in quarter three 2018 and from 17 complainants in quarter four 2017.

Issues

Five issues were raised this quarter as shown in Chart 2 below. The main issues were General Aviation Traffic (8) and Helicopters (7).

General Aviation Traffic

The majority of complainants who raised the issue of General Aviation Traffic were concerned with either operations in the vicinity of the airport, or along VFR routes. One complainant in Ocean Reef was concerned with Emergency services operations.

Helicopters

Emergency services operations affected 71 percent of residents who raised this issue. These complainants were from various suburbs; Ballajura, Beelair, Jandakot, Perth, and Westminster. Other complainants concerned with helicopters were affected by aircraft conducting airwork, one conducting a gas pipeline survey and the other with a media helicopter.

Suburbs

Residents from 18 separate suburbs raised concerns during quarter four. Only one suburb, Canning Vale, recorded more than one complainant. Canning Vale, which is situated adjacent to the airport, recorded four complainants.

Canning Vale residents were equally concerned with including fixed wing circuit training and standard movements to and from the airport.

July - September 2018

Complainants

There were 17 individual complainants during Quarter three 2018. This is similar to the previous quarter (16 complainants) and consistent with the last quarter in 2017 (17 complainants).

Issues

A total of 17 complainants raised 18 issues this quarter. The main issues in quarter three were; General Aviation Traffic – with 11 complainants, followed by Helicopters – with four complainants. Night Movements, Sport Aviation and Training issues – were raised by one complainant each, as shown in Chart 2.

General Aviation Traffic

The majority of complainants who raised the issue of General Aviation Traffic were concerned with Emergency Services Operations (six) and Standard Operations/VFR Routes (3). These complainants were from the suburbs of Canning Vale, Churchlands, Coolbellup, Duncraig, Hillarys, Rockingham, Safety Bay, Wellard and Wembley.

Helicopters

All complainants who raised the issue of Helicopters were concerned with Emergency Services Operations (4). These complainants were from various suburbs such as Bayswater, Cannington Vale, Hillarys and Wellard.

Suburbs

Residents from 15 separate suburbs raised concerns during quarter three. Only two suburbs recorded more than one complainant; these were Hillarys (two) and Leeming (two).
Hillary’s residents were concerned with Emergency Services and Standard Operations, while the residents of Leeming were affected by Emergency Services and Circuit Training activities.

April - June 2018

Complainants

There were 16 individual complainants during Quarter two 2018. This is a significant decrease compared to the previous quarter (25 complainants) but is consistent with previous quarters in 2017 (17 complainants each).

Issues

The main issues in quarter two were General Aviation Traffic – with seven complainants, Training – with four complainants, Sport Aviation – with three complainants and Helicopters – with two complainants, as shown in Chart 2.

General Aviation Traffic

The majority of complainants who raised the issue of General Aviation Traffic were concerned with Emergency Services operations (five out of seven). These complainants were from the suburbs of Baldivis, Bayswater, Mount Noosa, Port Kennedy, and Waikiki, which are located further away from the airport.

Training

All complainants raising concerns about Training were from nearby suburbs of the airport such as Canning Vale, Leeming and South Lake.

Sport Aviation

Complainants who raised the issue of Sport Aviation activities were mainly focussed on safety, frequency and altitude of aircraft conducting aerobatics from the suburbs of Baldivis, Keysbrook and Rockingham.

Suburbs

Residents from 14 separate suburbs raised concerns during quarter two. Only two suburbs recorded more than one complainant; these were Baldivis (two) and South Lake (two).

Baldivis residents were concerned with Emergency Services and Sport Aviation, while the residents of South Lake were affected by Training activities.

January - March 2018

Complainants

There were 25 individual complainants during quarter one in 2018. This is a significant increase compared to the previous three quarters in 2017 however the figure is consistent with the first quarter of 2017 (23 complainants).

Issues

The two main issues in quarter one were General Aviation Traffic – with ten complainants and Helicopters – with six complainants, as shown in Chart 2.

General Aviation Traffic

The complainants regarding General Aviation Traffic were concerned with Emergency Services, VFR (Visual Flight Rules) Routes, and Airwork operations. Some complainants were from the nearby suburbs of Beaconsfield, Hamilton Hill, Kardinya, Melville and South Fremantle whereas other complaints were further from the airport in the suburbs of Bayswater, Carlisle, Gooseberry Hill, Port Kennedy and Warnbro.

Helicopter

The complainants raising the issues of Helicopters were all concerned with Emergency Services operations, with complainants residing in the metropolitan area as well as in suburbs further afield. These suburbs are Bibra Lake, Dudley Park, East Perth, Mount Pleasant, Warwick and White Gum Valley.

Suburbs

Residents from 23 separate suburbs raised concerns during quarter one. Only two suburbs recorded more than one complainant; these were Canning Vale (2) and Rockingham (2), as shown in Chart 3.

Canning Vale residents were concerned with circuit training, while the residents of Rockingham were affected by aerobatic operations.

2017 Overview

Complainants

There were 65 individual complainants in 2017. This is reduction from 121 complainants in 2016.

Issues

The main issues in 2017 were General aviation traffic, Training and Helicopters as shown in Chart 1 below.

Most complainants were affected by general aviation traffic with 40 percent of complainants raising this issue. This is consistent with 2016. Within this issue 70 percent of these complainants were concerned with emergency services operations.

Training was raised by 24 percent of complainants compared to 19 percent in 2016. All training complainants in 2017 were concerned with circuit training by fixed wing aircraft and these complainants were all from suburbs located around the airport.

Helicopters were raised as an issue by 22 percent of the complainants with all but one of these regarding emergency services operations. Emergency services operations was also a concern for all the complainants raising the issue of Night operations.

Overall 55 percent of complainants were affected by emergency services operations. A breakdown of the issue of Emergency Services, with a comparison to 2016, is provided in Chart 2 below.

Suburbs

Complainants from 44 suburbs raised issues in 2017.

Canning Vale had the most complainants with ten complainants, followed by Leeming with five complainants. Both of these suburbs are located next to the airport with 80 percent of the complainants concerned with circuit training by fixed wing aircraft. The other complainants from these suburbs were concerned with General aviation and Emergency services aircraft. Canning Vale and Leeming were also the suburbs with the most complainants in 2016, as can be seen in Chart 3 below.

Banjup and Safety Bay each had three complainants in 2017. All Safety Bay complainants were concerned with Emergency services aircraft, while two complainants from Banjup raised this. Banjup complainants also raised issues around circuit training by fixed wing aircraft. Banjup is located directly to the south of the airport and is overflown by aircraft doing circuit training.

Baldivis, Samson, South Lake and Subiaco all had two complainants. The complainants in Samson and Subiaco were concerned with Emergency services operations, while the South Lake complainant was concerned with circuit training by fixed wing aircraft. South Lake is situated directly to the west of the airport and is overflown by aircraft doing circuit training.

Baldivis complainants were concerned with aerobatic operations, as was a complainant from Rockingham. These suburbs are located under airspace that is set aside by the Civil Aviation Safety Authority for flying training.

October - December 2017

Complainants

There were 17 complainants during quarter four 2017. This is consistent with quarter three 2017.
There have been 65 individual complainants for 2017.

Issues

The two main issues in quarter four were Training with five complainants and Helicopters with four complainants, as shown in Chart 2.

Training

The issue of Training was in regard to fixed-wing aircraft circuit training.

The complainants raising the issue of Training were in suburbs to the west, north and east of the airport. These were Canning Vale, Leeming, and South Lake. These areas, due to their proximity, are affected by circuit training at the airport

Helicopter and Night Movements

The complainants raising the issues of Helicopters and Night Movements were all concerned with Emergency services operations, with complainants residing in suburbs further afield. These suburbs are Balcatta, Banjup, Bull Creek, Casuarina, Padbury, San Remo, and Wandi.

Suburbs

Residents from 15 suburbs raised concerns during quarter four. Two suburbs recorded more than one complainant; these were Canning Vale and South Lake who had two complainants each.

Complainants

There were 17 complainants during quarter three 2017. This is consistent with the quarter two figure of 18 complainants. There have been 51 individual complainants for the year-to-date.

The main issues of concern in quarter three were fixed wing circuit training and emergency services operations as shown in Chart 2.

Issues

All complainants raising the issue of fixed wing circuit training resided in suburbs nearby to the airport including Canning Vale, Leeming and South Lake.

The suburbs affected by emergency services operations were Port Kennedy, Hamilton Hill, St James, Cooloongup, Morley and Hillarys.

Helicopter operations affected Morley and St James and aerobatics affected the complainants from Baldivis.

Chart 3 shows the number of complainants from each suburb.

April - June 2017

Complainants

There were 18 complainants during quarter two 2017. This is reduction from 23 complainants during quarter one 2017 and 40 complainants during quarter four 2016. There have been 38 individual complainants for the year-to-date.

Issues and suburbs

The main issue during quarter two was general aviation traffic with 12 complainants. Complainants concerned about training activities reduced by 75 per cent from the first quarter of 2017 to only two complainants. This is due to reduced flying training course activity during the quarter, and to bad weather in June. In general, movement numbers were down for the quarter from a monthly average of around 25 000 in quarter one to 20 000 in quarter two.

Emergency service operations were the concern for the majority of complainants in the second quarter with 13 complainants from 11 separate suburbs lodging their concerns. These suburbs were generally at a greater distance from the airfield, including Safety Bay.

Complainants came from fifteen separate suburbs during quarter two. The suburbs that recorded the most complainants were Safety Bay and Canning Vale with three and two complainants respectively, with the other suburbs recording a single complainant each.

There were 23 complainants during quarter one 2017. This is a reduction from 40 complainants during quarter four 2016.

The reduction in complainants compared to quarter four of 2016 is due to a drop in complaints about emergency services activities. This illustrates the varying demand for emergency services operations – they fly only as necessary but this may be at any time of the day or night.

Issues and suburbs

Emergency services operations were the source of most of the general aviation movements nominated in complaints, and all of the helicopter movements. These operations affected a range of suburbs as shown in Chart 2, some of which were at considerable distances from the airport.

Complainants came from 17 separate suburbs in quarter one. Canning Vale and Leeming had three complainants each with two complainants each from Banjup and Samson. A further thirteen suburbs had one complainant each.

There were 121 individual complainants in 2016.

Fifty-one complainants raised the issue of general aviation traffic in 2016. In twenty-four of these cases the nominated aircraft was undertaking emergency services operations. The rest were either arrivals to or departures from the airport, airwork activities or random movements, often further away from the airport.

When all issues are considered, complainants came from 65 separate suburbs. Forty-eight suburbs recorded one single complainant each and six suburbs had two complainants each.

For Canning Vale the main issue raised was circuit training with most concerned with fixed-wing aircraft training. For Leeming residents general aviation traffic was the main issue raised, including some emergency services operations. Circuit training, both fixed-wing and helicopter, was the main issue raised by complainants in Jandakot. Concerns were also raised over emergency services helicopters. All of these suburbs are located adjacent to the airport and under the circuit flight path.
